There were no rules like today how the solve the problem so they were all declared the winners. One can't really compare the situation but if today's rules were present France would have been declared the winner. Nine countries had voted both France and Spain (and 8 voted UK and only 7 the Netherlands), but France got twice 4 points compared to Spain's highest being 3 times 3. As said, the voting and points system was different than today (Each country had 10 votes to divide) so this is not quite comparable.
